About and verification

Independent numbers before public money is committed

Local governments are asked to evaluate new technology with limited time, limited staff, and estimates written by the vendors selling it. We exist to give them an independent answer.

Who we are

LeMay Civic Advisory is a trade name of LeMay Ventures LLC, a privately owned limited liability company based in Colorado Springs, Colorado, organized in Colorado in 2025.

Cory M. LeMay, Founder and Principal

Cory M. LeMay brings more than seventeen years of United States Air Force and Space Force service in information technology and program management. He led plans and programs sections that wrote requirements, built budgets, and worked with contracting officers to buy and field information systems and facilities. That work included $6.5 million in information technology and construction requirements across three fiscal years, a $2.9 million activation and operations budget covering 19 projects, and 14 information technology support contracts written and validated. Earlier he directed disaster recovery planning for enterprise networks serving more than 50,000 users. He earned a Master of Business Administration, bachelor's degrees in administration and psychology, and ITIL and CompTIA Project+ credentials. In Colorado Springs he served as a voting member advising the School District 11 Board of Education.

He also enters open data analysis competitions run by public agencies. Results in 2026 include a Phase 1 award in the National Institutes of Health ARISE-HIV challenge and fourth place in GovTech Barbados's historic handwriting transcription competition.

We are not affiliated with any government agency, equipment manufacturer, software company, engineering firm, or industry association.

Independence policy

These commitments are part of every quote we sign.

  1. We do not sell, resell, install, or finance any equipment, software, or service we evaluate.
  2. We accept no commissions, referral fees, gifts, sponsorships, or research funding from vendors.
  3. We do not bid on, subcontract for, or work for any vendor in a procurement we helped a client prepare.
  4. If we have any relationship that could look like a conflict, we disclose it in writing before you sign.
  5. If an analysis shows a technology is not worth buying, the brief says so.

Where our numbers come from

We start with public national data: the U.S. Census Bureau's Census of Governments and government finance files, EPA drinking water system records, FEMA's National Risk Index, and Energy Information Administration price data. We add the records you choose to share and published results from comparable programs, each cited so your staff can check it.

Quality control and analytical software

Every deliverable is read, checked, and signed by the principal before it is delivered. Each figure is traced by hand to its cited source, and where your records and the public data disagree, we ask your staff rather than choose one quietly. We use analytical software, including AI tools, to assemble public data and prepare working drafts; no figure leaves our office on software alone. Records your agency sends are never used to train AI models.
