How we work within your purchasing rules
Purchasing rules differ by state and by agency. We follow yours, not the other way around.
- Your thresholds, already knownWe maintain a reference of local purchasing thresholds and methods for all 50 states and D.C. Your agency's written policy always governs.
- Written quotes you can fileEvery quote is a fixed fee on company letterhead, so you can collect competing quotes where your policy requires them.
- No split purchasesWe will never divide one engagement into smaller invoices to fit under a purchasing card or quote limit.
- Formal solicitations welcomeIf your rules call for an RFQ or RFP, we respond to it like any other vendor.
- Qualifications-based selectionOur work is financial and procurement analysis, not engineering design. If your attorney decides a qualifications-based process applies, we will follow it.
- Cooperative and piggyback purchasingCooperative contract vehicles are listed here as they are awarded. Until then, we are purchased directly under your own authority.
Standard engagement terms
- Fixed fee. The quoted price is the price. Changes in scope are quoted separately in writing before any additional work.
- Your agency owns the deliverables. You may publish, share, or excerpt them without asking us.
- Public records. We assume anything we deliver to you may become a public record, and we write accordingly.
- Your data. We use the records you send only for your engagement, never sell or share them, and delete working copies on request after delivery.
- Independence. We accept no payment, commission, or gift from any vendor connected to your decision, and we disclose any relationship that could appear to be a conflict before you sign.
- Your contract, if you prefer. We can sign your agency's standard purchase order or services agreement.
Protect your office from vendor fraud. We will never ask for payment before a signed quote or purchase order, never change our bank or payment instructions by email, and never ask for system logins. If a message claiming to be from us does any of these things, call us at 719-323-0472 before acting on it.
