Services and pricing
Four services, priced in writing before any work starts
Every engagement is a fixed fee quoted in advance. Price ranges are published here so your office can budget before calling.
Screening report
$750 to $2,500
For towns, villages, townships, and small districts
- Question
- Is this one technology worth a closer look for us, and roughly what would it cost and save?
- Deliverable
- 4 to 6 page report with cost and savings ranges, simple payback, and what to ask vendors
- Typical timing
- 2 to 3 weeks from receiving records, for the decisions listed below at a published price
- We need
- One to three existing records, such as a utility bill summary, water audit, or fleet list
ROI brief
$4,500 to $9,500
For cities, counties, and utility districts
- Question
- Which of these options, including doing nothing, costs least over 5 and 10 years, and how sure can we be?
- Deliverable
- 8 to 12 page brief comparing up to three options, with a sensitivity table, a one-page council summary, and a staff walkthrough
- Typical timing
- 4 to 6 weeks from receiving records, for the decisions listed below at a published price
- We need
- Budget and operating records for the affected function; we send a short intake spreadsheet
Procurement support
Quoted per engagement
For agencies ready to buy
- Question
- How do we write a solicitation that gets fair, comparable bids for what we actually need?
- Deliverable
- Performance-based requirements, evaluation criteria, vendor question lists, and bid evaluation facilitation. Your technical staff or engineer scores technical merit.
- Typical timing
- Matched to your solicitation schedule
- Condition
- We do not bid on, subcontract for, or accept payment from vendors in any procurement we support
Grant and benefit-cost support
Quoted per engagement
For agencies applying for state or federal funding
- Question
- Can we document the costs and benefits of this project the way the funding program requires?
- Deliverable
- Benefit-cost analysis sections, supporting tables, and budget narrative drafts for your grant writer or staff
- Typical timing
- Matched to the application deadline
- Note
- We do not charge fees contingent on award
What we screen at a published price
Each of these follows a recognized method, and the groundwork is already done: the published reference cases found and read, the cost parameters sourced, the checks written. Your engagement goes into your own records. We read them line by line, call your staff when a figure does not reconcile, and check every number against its source before the principal signs the report. That groundwork is why we can publish a price and a delivery date for them.
| Department | Decision | What we need from you |
|---|---|---|
| Water supply | Leak detection and repair program: how often to check the system, and whether recovered water covers the cost. Read the sample | Your most recent water loss audit worksheet and production cost figures |
| Water supply | Advanced metering: whether recovered billing and reading savings cover meter replacement. Read the sample | The same water audit worksheet, your meter count, and your retail rate schedule |
| Streetlights | LED conversion: energy and maintenance saved against the installed cost per fixture. Read the sample | A fixture inventory by wattage, and your street lighting tariff or bill |
| Fleet | Telematics idle reduction: whether fuel saved covers the subscription. Read the sample | Vehicle counts by class and idle hours, or engine hour readings |
| Fleet | Battery-electric replacement: lifetime cost against replacing with gasoline | Vehicle list with annual miles, service life, and current purchase prices |
Other departments, by scoping conversation
The method applies wherever costs and outcomes are recorded, and we take this work. It is quoted per engagement with a delivery date set on the call, because the reference cases and cost parameters are gathered for your decision from the start. If we cannot get to a defensible answer from the records you keep, we will say so on the call rather than sell you a study.
| Department | Example decisions |
|---|---|
| Wastewater and sewer | Aeration energy controls, sewer inspection analytics, flow monitoring for inflow and infiltration, biogas use |
| Stormwater | Level sensors and flood alerts, compliance software |
| Streets and roads | Pavement condition rating from vehicle cameras, preservation treatments, work order and asset systems |
| Buildings and energy | Building controls, lighting, energy benchmarking, solar agreements, energy savings performance contracts |
| Solid waste and recycling | Route optimization, cart tracking, contamination detection, collection vehicle options |
| Parks and recreation | Weather-based irrigation, robotic mowing, solar compactors, sports lighting, booking systems |
| Fire and EMS | Station alerting, closest-unit dispatch, apparatus cost of ownership, wildfire detection cameras |
| Emergency management | Mass notification, sensor networks, backup power for critical facilities, hazard mitigation grant support |
| Libraries | Self-checkout, automated materials handling, pickup lockers, digital lending costs |
| Permitting and planning | Online permitting and payments, plan review tools, virtual inspections |

| School facilities and transportation | Indoor air quality monitoring, school bus electrification, facility energy retrofits |
What we do, and what we do not do
Our work supports decisions. It does not replace your engineer, attorney, or auditor.
We do
- Financial screeningCosts, savings, and payback ranges built from the figures you report and published results elsewhere
- Comparisons to similar governmentsWith size, climate, and system age shown beside yours, so you can judge how similar they are
- Performance-based requirementsWhat a solution must achieve, not how to build it
- Procurement process supportEvaluation criteria, question lists, and facilitation
We do not
- Engineering design or condition assessmentsWe do not evaluate your physical infrastructure or prepare sealed drawings or specifications
- Sell or resell equipment or softwareAnd we take no commissions or referral fees from anyone who does
- Guarantee savingsWe do not promise a result. We report ranges and the assumptions behind them
- Provide legal or investment adviceIncluding bond or financing recommendations
Match the service to the decision
Engagements begin with a twenty-minute scoping call, at no charge and with no obligation. You leave it knowing which service fits, or that none is needed.
